Water Leak Adjustment Policy

In the event that a Rockingham County Water System customer has a water leak and the customer requests an adjustment to their water bill or to two consecutive monthly water bills, when both bills are affected by the same water leak and are both 200% higher than the previous six month average, the adjustment(s) will be made as follows:


  • The customer shall provide a completed Leak Adjustment Application Form and documentation, in the form of receipts or a completed No Receipt Available Form, showing that the leak has been repaired. No adjustment(s) will be granted if the customer fails to provide the required forms or documentation.


  • A request for an adjustment to two (2) consecutive monthly water bills will be granted only if both bills were affected by the same leak and if both   bills are 200% higher than the previous six (6) month average of bill amounts.


  • The customer's adjustment(s) will be an average of the previous six (6) months of water service, which will become the water bill for the month(s) of adjustment.


  • If the customer has been on county water for less than six (6) months, the average will be taken on the months available.


  • Only one (1) leak adjustment will be allowed within a three-year period.


  • Adjustments to sewer bills are not allowed under this policy.
