position is in a new county department whose purpose is to:
Fulfill terms and conditions of the grant awarded by the North
Carolina Governor’s Crime Commission on May 28, 2009 for the 17A Gang
Prevention and Crime Scene Unit project / Further and advance the overall
gang prevention strategy for the county / Provide or assist in providing
competent crime scene investigation to each law enforcement agency in
Rockingham County / Supplement and enhance existing services.

DESCRIPTION OF WORK: Investigates
crime scenes by interviewing officers on the scene and confirming all
legal requirements are met. Interviews witnesses or victims to discuss the
scope of investigation and methods to be utilized in gathering evidence.
Locates documents, develops, secures and packages physical evidence
for scientific evaluation and court display.
Prepares detailed reports regarding observation and activities.
Packages, labels and seals items to ensure further scientific
examination and possible courtroom display.
Ensures chain of custody is maintained.
Maintains detailed records of work performed for use by law
enforcement and in the courtroom. Testifies
to crime scene findings, methods of collection, processing and packaging
and chain of custody maintenance. Seeks
out and completes ongoing training to retain and enhance certifications.
MINIMUM
TRAINING AND EXPERIENCE:
Graduation from college with an Associate’s Degree in Police
Science, Criminal Justice, Law Enforcement Administration or related
field. Two years of experience
in crime scene investigation, physical evidence collection or law
enforcement investigation. An equivalent combination of education and
experience will be considered. Good communication, collaboration and
negotiation skills are required, along with a valid driver’s license and
a safe driving record.

OF WORK: We are seeking to
train and hire a site manager for a temporary call center. This center
will house telephone interviewers who will be responsible for
administering a computer based survey questionnaire to respondents over
the telephone to collect information about the household’s access to the
Internet. Data collected
is used for analysis, research, and policy and individual household
results are held in strict confidence.
Candidates must have experience managing up to 20 employees, with
preference given to those with call center management experience.
Candidate will be responsible for managing evening and weekend shifts and
charged with oversight of all call center phone operations during evening
and weekend shifts. Candidate will manage employee scheduling and breaks
as well as finding and filling stations with replacement callers in case
workers fail to report. Manager must be able to fill in for absent phone
callers if needed and must be able to handle difficult call recipients and
be able to handle questions that may arise. Manager must ensure all
callers are working efficiently and that all calls are being handled in a
timely manner.

OF WORK:
Under general supervision performs skilled work in rescuing
accident victims and performing advanced emergency care including the
administration of life sustaining treatment.
Work involves serving as a member of an ambulance crew and, in the
event that the other members of the crew are classified as Emergency
Medical Technician - Basic or Emergency Medical Technician - Intermediate,
is responsible for the medical care administered to the patient.
Employee administers emergency cardiac care as well as other
advanced emergency medical treatments such as administering medications,
and performing pulmonary ventilation.
Employee must exercise tact, courtesy and firmness in dealing with
the general public. Employee
is responsible for performing in accordance with established emergency
medical procedures and techniques, but must exercise considerable
independent judgment in identifying a victim's condition and in applying
life-sustaining treatment. Employee
is exposed to the normal hazards of emergency rescue work, including risk
of exposure to infectious diseases. Reports

This position will perform laboratory tests to aid in the diagnosis
and treatment of the clients of the Rockingham County Department of Public
Health, and assist with community screenings.
The Health Department operates a moderate complexity lab, is CLIA
approved and functions under the guidance of the State Laboratory of
Public Health. The employee
will perform procedures under standing orders in the lab and in the
community. Testing will
involve finger-sticks and venipuncture, urinalysis by dipstick and
microscopic analysis, pregnancy tests, inoculation of media to isolate and
identify common fungi and bacteria and other miscellaneous tests.
This position requires a working knowledge of all programs
encompassed in the Health Department, billing procedures and ICD-9/CPT
coding. The employee must put
an emphasis on customer service. The
employee must possess good people skills, be able to communicate
effectively in writing and verbally and be able to lift up to 25 pounds.

OF WORK: This is advanced
level professional work serving as the Rockingham County Healthy
Carolinians Coordinator. Rockingham County Healthy Carolinians (RCHC) is a
community-based partnership dedicated to promoting and improving health
for all county residents. RCHC links individuals, businesses, civic
groups, and health care related organizations to proactively address
health issues impacting the citizens in the county. Currently, the goals
of RCHC are focused in three major areas: Maternal and Child Health,
Access to Healthcare and Physical Activity and Nutrition. The coordinator
will advise and assist the work groups in planning, implementing and
evaluating health initiatives and serve as a grant writer to fund
projects. The position will coordinate the County Community Health
Assessment and full-fill requirements for partnership recertification
every four years and will serve as the media contact for RCHC at the
local, regional and state level through active participation in meetings,
community boards, task forces, and conferences. The
coordinator will also develop and deliver presentations about RCHC to
community groups and agencies and will be responsible for submitting
reports to the Office of Healthy Carolinians/Health Education.
The coordinator will be an active member of the health education
team by assisting on projects and other activities as needed.
