Rockingham County’s Board consists of five members elected at-large for staggered four-year terms. This Board serves as Rockingham County’s general governing body, but shares authority over many governmental functions carried out at the county level with other elected officials. Major responsibilities lie in three functions:

  • Establishment of overall fiscal policy through its budgetary powers,
  • Regulation of private conduct through its ordinance-making powers, and
  • General administration.

         Clerk to the Board

The Clerk to the Board is officially responsible for the County seal and the retention of official records.  These include minutes, ordinance books, records of county-appointed boards and committees, resolutions, contracts, agreements, and leases.  The clerk is responsible for legal advertisements and must be familiar with the General Statutes that deal with advertisements in order to assure the validity of actions taken by the board of commissioners. 

Because many of the legal powers of the county are exercised by the board of commissioners the minutes of board meetings are the official record of what it does and therefore this function is one of the clerk's most important duties.  Subsequently, the clerk is required to attend all board of commissioner meetings.  

The clerk generally sends draft copies of board minutes- -except draft minutes and general accounts of closed sessions - to the board members several days before the meeting at which time the board will consider the minutes for approval.  The circulated draft minutes of open session meetings are public record that must be made available for public inspection. 

One of the most important services that the clerk provides to the board is assistance with preparations for meetings.  The clerk is often involved in preparing the tentative agenda for board meetings and in compiling background information for the board's agenda packet.  He or she may also arrange for the recordings of meetings and may set up other audiovisual equipment and the meeting room.
